Federal government now wants to negotiate with Boko Haram?

According to a BBC Africa report, the Minister of Special Duties says the Nigerian government is ready to negotiate with Boko Haram to bring back the abducted girls. I thought the number one rule was never to negotiate with terrorists? And this is contrary to what other government officials said yesterday.
